About Us: Aashray Adhikar Abhiyan emerged from a Planning Commission meeting held on 19th November 1999 attended by the group of concerned individuals from the Government and Civil Society who came together to address the problems of Homeless people of Delhi. It was noticed by the group that there are many voluntary organizations, who are working on the Slums issues and very few working for the homeless people.

Aashray Adhikar Abhiyan has adopted a rights based approach (drawing from the Constitution of India and UN conventions and covenants of which India is a signatory) and takes as its foundation the need to promote and protect the human rights of the homeless. Aashray Adhikar Abhiyan’s primary goal is the empowerment of the homeless and the strengthening of their capacity to fight for their own rights.
Aashray Adhikar Abhiyan also seeks to increase the accountability of public institutions to ALL citizens. The programme which took off in May 2000, is run by a core team of 11 professionals with varied backgrounds in sociology, geography, social work, planning, political science, law and lived experience. The programme is supported by approximately 60 community workers at the field level. Aashray Adhikar Abhiyan is funded by ActionAid India.

About AAA:
Aims: It is estimated that there are about 100,000 people sleeping on the streets of Delhi. These homeless people represent one of the most vulnerable groups in the city. They are often deprived of civic amenities such as water and sanitation; denied access to medical treatment; forced to work for below the minimum wage; face daily beating and harassment from the police; and, are compelled to sleep in open because of the lack of government shelters. Their human rights, including the right to shelter, the right to health and the right against exploitation are violated every single day in the city of Delhi.

Aashray Adhikar Abhiyan’s aim is two fold:

  • To mobilize and empower the homeless so that they are able to assert their rights and live with honour and dignity.
  • To make the citizens and public institutions of Delhi recognize that the homeless have inalienable rights and that it is their responsibility to help the homeless live in dignity.
