CCD is different from the many NGOs that promote democracy. We believe that an environment of cooperation among nations offers the best hope for resolving the critical problems of our age and that an organization of democracies acting in concert is a vital step in that direction. What distinguishes us is that CCD is the only nongovernmental organization in the world with an exclusive focus on the Community of Democracies. We believe that an effective way to consolidate the gains of democratic expansion is by strengthening that Community. We view this effort, which includes the creation of a Democracy Caucus in the UN, as a means toward our long-range goal – consolidating democracy globally by constructing an enduring framework enabling democracies to act in concert on the issues of concern to mankind.

PROUT stands for PROgressive UTilization Theory. It means, the progressive utilization and rational distribution of all the earth’s natural resources. PROUT advocates another type of revolution called « nuclear revolution. » In nuclear revolution, every aspect of collective life – social, economic, political, cultural, psychic and spiritual – is completely transformed. New moral and spiritual values arise in society which provide the impetus for accelerated social progress. The old era is replaced by a new era – one collective psychology is replaced by another. Providing food, clothing, housing, education and medical treatment is most important for social security. These five minimum requirements are indispensable to raise the living standard of the people. To guarantee these, the principle of production based on consumption has to be adopted. Special emphasis should be placed on agricultural production because the provision of food is of vital importance, and for this the cooperative system should be rapidly expanded.

According to PROUT, too many people should not be engaged in agriculture. Rather, a major part of the population should depend on industry. Not more than thirty to forty-five percent of the population should be employed in the agricultural sector.
