Information Note to non-governmental organizations: The Secretariat of the Commission on Human Rights has the honour to inform non-governmental organizations in consultative status with ECOSOC that, at the initiative of the President of the 60th session of the General Assembly and the two Co-chairs,
1) Open-ended informal consultations on the establishment of a Human Rights Council will be held on Tuesday, 22 November 2005 from 10.00 a.m. to 1.00 p.m. in room XVII of the Palais des Nations.
2) A meeting with non-governmental organizations on “The 2005 World Summit Outcome: follow-up and implementation” will be held on Tuesday, 22 November 2005 from 4.30 p.m. to 6.00 p.m. (room still to be confirmed).
Modalities for informal consultations: Following the practice of the previous informal consultations, there should be no formal speaking time-limits although participants should be encouraged to be as brief as possible. The meeting will consist of a briefing by the President of the General Assembly and the two co-chairs on the on-going process of negotiations in New York regarding the modalities for the establishment of a Human Rights Council and in particular the transitional arrangements. An inter-active discussion will follow, with a possibility to make comments, put forward proposals and ask questions to the President and the co-chairs.
Accreditation to the informal consultations: Annual or temporary representatives of NGOs in possession of an identity badge issued by the UNOG Security and Safety Section will have unrestricted access to the conference rooms.
In the absence of a valid UNOG badge, NGOs are invited to send their request(s) to the Secretariat of the Commission, to the attention of Ms. Kate Hardie (Tel. +41 (0) 22 917 9256; Fax. + 41 (0) 22 917 9011). On 22 November, participants who have submitted their accreditation request will need to bring their passport or similar picture identification to the accreditation office located at the Villa “Les Feuillantines”, 13, avenue de la Paix (Opening hours: 8.00 a.m. to 5.00 p.m.), to receive their badge to enter the UN complex
