About: The Global Fund is a unique global public/private partnership dedicated to attracting and disbursing additional resources to prevent and treat HIV/AIDS, tuberculosis and malaria.

This partnership between governments, civil society, the private sector and affected communities represents a new approach to international health financing. The Global Fund works in close collaboration with other bilateral and multilateral organizations to supplement existing efforts dealing with the three diseases.

Since its creation in 2002, the Global Fund has become the main source of finance for programs to fight AIDS, tuberculosis and malaria, with approved funding of US$ 18.7 billion for more than 572 programs in 140 countries. It provides a quarter of all international financing for AIDS globally, two-thirds for tuberculosis and three quarters for malaria.

Global Fund financing is enabling countries to strengthen health systems by, for example, making improvements to infrastructure and providing training to those who deliver services. The Global Fund remains committed to working in partnership to scale up the fight against the diseases and to realize its vision – a world free of the burden of AIDS, TB and malaria.

The Global Fund becomes a fully autonomous international financing institution (28 November 2008):

  • Effective 1 January 2009, the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) will become an administratively autonomous organization, terminating its administrative services agreement with the World Health Organization (WHO). The Global Fund’s mission and vision remain unchanged. The Global Fund’s status as an international institution enjoying privileges and immunities in Switzerland and the United States will also not change.
  • When the Global Fund was established, in 2002, it entered into an Administrative Services Agreement (ASA) with the World Health Organization. Under this arrangement, WHO provided a range of administrative and financial services to the Global Fund. This arrangement enabled the Global Fund to start operations quickly and to fund programs less than a year after it was established in January 2002.
  • The agreement with WHO was always intended to be temporary, and in November 2007 the Global Fund Board decided that it should be terminated not later than 31 December 2008. The termination of this arrangement means that the Global Fund will manage its own administrative services (human resources, finance, administration, procurement and IT services).
  • Becoming administratively autonomous allows the Global Fund greater flexibility as an organization. The Global Fund is dedicated to financing the expanding demand for programs to fight the three pandemics by the most efficient and effective means. This transition provides an opportunity for the Board and the Secretariat to shape the Global Fund’s own organizational culture and find ways of working that are more appropriate and efficient for a Geneva-based international financing institution. As of 1 January 2009, the Global Fund will also be able to apply its own corporate policies exclusively, and to manage its own data, systems, and administration processes.
