The rise or return of democracies in the South (Africa, Asia and Latin America) has increased citizen expectations for the respect of fundamental human rights. Despite this, both violations and social insecurity persist. Many governments either lack the capacity or the will to secure rights for their citizens or, in the worst case, are in collusion with human rights violators … (background 1/2).

Background 2/2: … Human rights organizations face a critical challenge to transform this reality by promoting public debate and action.
These civil society groups strengthen democratic practice and demand accountability from public authorities. They are the most important advocates for the critical economic, social, cultural, civil and political rights that have been validated by international treaties. In order to succeed, human rights organizations must have access to the best local and international resources and be at the center of networks of cooperation.
These demands were reaffirmed by the participant of the International Human Rights Colloquium, organized by the University Consortium for Human Rights – cooperation agreement between the University of Sao Paulo, the Pontifical Catholic University of Sao Paulo and the Columbia University of New York, in August 2001.
In this context, seeking to build a collaborative environment and to strengthen the experience exchange between human rights practitioners of the southern hemisphere Conectas Human Rights was created.
