- The Center for Development of International Law (CDIL) is a non-governmental organization with consultative status with the United Nations (UN) ECOSOC consultative status. It was established to promote the development of international law and strengthening of the international legal order. CDIL advocates increasing the application of international law to individuals. CDIL alsoworks to further the awareness of the interdependence between international and local laws and initiatives. Primary emphasis at CDIL is given to the development of more representative intergovernmental decision-making processes, strengthening enforcement language and mechanisms for international law and institutions with special focus on the areas of human rights, reform of international organizations, environment, sustainable development and restructuring of the United Nations.
- CDIL operates as an educational, research, program and project development organization. CDIL also coordinates meetings, seminars, consultations and conferences. CDIL works closely with other non-governmental organizations (NGOs) and local, national and international organizations to support common goals and projects.
- Currently, CDIL is housed together with the International Secretariat of the World Federalist Movement (WFM) across the street from the United Nations (U.N.) Headquarters in New York. CDIL and WFM share some administrative tasks while remaining separate organizations.
Some of CDIL’s past and current project areas include:
- Agenda 21: CDIL follow-through projects, including researching and promoting the establishment of the U.N. Commission on Sustainable Development (CSD), local to global implementation of Agenda 21, and the strengthening of international environmental laws and institutions.
- United Nations Decade of International Law (UNDIL): CDIL had specific research and development projects promoting UNDIL, especially efforts to strengthen and enhance the role of the World Court, the International Court of Justice (ICJ).
- U.N. Reform: CDIL works with the World Federalist Movement (WFM), UN Associations (UNA), the Alliance for Our Common Future and many other groups promoting strengthening and reform of the U.N. – especially relating to human rights mechanisms, the Security Council and peace-keeping/ building, Charter Review, the General Assembly, decision-making processes, the International Court of Justice and international dispute settlement and the role of major groups and NGOs.
- INTGLIM: CDIL co-chairs and is a secretariat for the UNCED International NGO Task Group on Legal and Institutional Matters (INTGLIM). Hundreds of experts and organizations from all issue sectors and regions in the world participated in INTGLIM deliberations during UNCED. INTGLIM continued to serve as an information clearing-house about UNCED follow-up, promoting « CSD Watch » activities, links between the Earth Summit and other U.N. issues, organizing NGO collaboration and as a forum for debate and strategy formulation.
- For the World Summit on Sustainable Development (WSSD), the INTGLIM is serving as a legal and institutional issues caucus and focusing on the issues of global governance for the environment and sustainable development as well as legal issues. INTGLIM has been addressing issues of NGO access and participation, as well as « Type 2 » partnerships, corporate accountability and other governance issues.
- International Studies, Einstein and Peace Studies. CDIL developed multi-disciplinary secondary and college curricula on various topics in international studies. CDIL has developed a course « Global Environmental Politics: Beyond the Earth Summit. » and « Albert Einstein: The Man, His Times, and Theories. »
- Environment and Development Resource Center – D.C. CDIL served as a Washington office cooperating with EDRC, a Brussels-based organization promoting global sustainable development. CDIL developed a program to promote clearing-house and capacity building goals between Northern and Southern NGOs.
- Federalist-Green Project (FGP). FGP is a research project to develop and explore the use of resolutions, initiatives and referenda for the promotion of fundamentally new policies, directions and coalitions on global to local issues.
