«Non, Madame, ceci n’est pas une centrale de renseignements.» Cette petite phrase, polie mais ferme, les sapeurs-opérateurs du 118 la répètent en moyenne 20 fois par jour. Ils ne sont pas payés pour ça, surtout dans ces moments sensibles – incendie, intempéries, accident majeur – où les séquences de grande alarme se succèdent à un rythme soutenu.

La faute à qui? Aux fonctionnaires du mal nommé Office fédéral de la communication. Hier mardi, le commandant du SIS, Raymond Wicky, n’a pas mâché ses mots pour dire à la presse ce qu’il pensait de leur travail. Et notamment de la «désactivation définitive», le 31 décembre 2006, des numéros de service 111 (nationaux) et 115 (internationaux). Lesquels ont été remplacés, sans information sérieuse au public, par des numéros 18xy qui font davantage penser à d’anciens cours de génétique qu’à un annuaire citoyen.

Bref, c’est le bordel XXL et il suffit, pour s’en convaincre, de consulter l’opaque site Internet de l’OFC.

The Skyfish Project

… In the spring of 2002, Severn and some friends spearheaded an internet-based think-tank called The Skyfish Project. And as member of Kofi Anan�s Special Advisory Panel, she and members of the group brought their first project, a pledge called the Recognition of Responsibility to the recent UN World Summit in Johannesburg in August 2002. Their trip also was the subject of a documentary film that aired on CBC�s long running documentary series, The Nature of Things in January 2003. The African adventure was quickly followed up by a speaking tour of Japan in November, 2002. (full text).

Recognition of Responsibility: This is a statement of intent for our generation. Many nations represent a small fraction of the world’s population, but use far more than our share of the world’s energy, and emit a large percentage of the world’s carbon dioxide pollution.
