Many workers lost their jobs and were struggling to survive without any unemployment benefit and without any savings to fall back on. At that time, with the government’s encouragement, many of the urban poor, who had been struggling to survive in the slums, returned to their home villages. The same villages that they originally fled from to escape the grinding poverty they were experiencing …
