L’Institut de relations internationales et stratégiques est un centre de recherche français en relations internationales qui s’intéresse tout particulièrement aux questions relatives à la politique étrangère, la stratégie, la sécurité et la défense. Créé en 1990, il compte parmi les principaux centres de recherche en relations internationales. Il est actuellement dirigé par Pascal Boniface. Jacques Boyon est, lui, président du Conseil d’Administration de l’Institut. L’IRIS a récemment créé l’IPRIS (Institut privé de relations internationales et stratégiques), un établissement d’enseignement supérieur privé qui délivre plusieurs diplômes selon les spécialités. Our common bond is a deep commitment to preserving the values and principles embodied in our founding documents – the Declaration of Independence and the Constitution – upon which this nation was founded. Article V of the U.S. Constitution (on the Cornell University Law School): The Congress, whenever two thirds of both houses shall deem it necessary, shall propose amendments to this Constitution, or, on the application of the legislatures of two thirds of the several states, shall call a convention for proposing amendments, which, in either case, shall be valid to all intents and purposes, as part of this Constitution, when ratified by the legislatures of three fourths of the several states, or by conventions in three fourths thereof, as the one or the other mode of ratification may be proposed by the Congress; provided that no amendment which may be made prior to the year one thousand eight hundred and eight shall in any manner affect the first and fourth clauses in the ninth section of the first article; and that no state, without its consent, shall be deprived of its equal suffrage in the Senate.

The Anti-corruption handbook ACH: The ACH is a practical guide which aims to assist the process of designing and applying anti-corruption measures – from legal reform to institution-building. Intended as a one-stop reference for practitioners around the world, it provides a unique and up-to-date overview of key reform elements, developing guidelines for their effective implementation illustrated by examples of good practice.

The ACH is based on TI’s National Integrity System approach to countering corruption, which offers a framework for assessing the adequacy and effectiveness of national anti-corruption efforts. The ACH seeks to build on this approach, addressing the key elements of anti-corruption reform in a useful and practical way.
