24.05.2005 – Public Fund \u201cKylym shamy\u201d is standing for land capturers<\/strong>:<\/p>\n

In the press-release as of May 18 2005 PF \u201cKylym shamy\u201d has distributed
\ninformation stating that on May 16 more than 100 citizens who wanted to receive
\nland were beaten by members of militia in Asanbai micro district. As a result 5
\npeople were hospitalized One of them, Kochkonov Taalai was hospitalized to
\nhospital #4. His condition was extremely hard.<\/p>\n

<\/p>\n

Despite such condition he wasn\u2019t even registered in the journal due to the
\npressure from militia, and only after A. Abdirasulova and lawyer J. Sopuev
\nintervened his last name was included into the registration journal. On May 20
\nKochkonov Taalai disappeared from the hospital. Taalai\u2019s mother, Kulbeva Gulai
\nwhose left hand was broken as a result of beating, was searching him for 2
\ndays. And only on May 21 in the evening she found out that members of militia
\ncaptured her son from the hospital and put him into prison in Bishkek city.<\/p>\n

Kulbaeva Gulai came to PF \u201cKylym Shamy\u201d to ask for help on May 21 at 7pm. Human
\nrights defender A. Abdirasulova and lawyer J. Sopuev came to the Department of
\nInternal Affairs of Bishkek city. Representative of Ombudsman Akylbek
\nKochkorbaev was also invited.<\/p>\n

First members of AIA said that they don\u2019t have Mr. Kochkonov, but after demands
\nthey acknowledged that Kochkonov is there. And Kochkorbaev as a representative
\nOmbudsman cold visit him, according to him Kochkorbaev\u2019s body has traces of
\nbeating, and it was obvious that Kochkonov was tortured. According to Chairman
\nof AIA criminal case was raised against Kochkonov according to article 168, as
\nif he committed some criminal act. But it is clear that this case is
\nfabricated by militia in order to justify their illegal activities.<\/p>\n

Doctors who came weren\u2019t allowed to visit Kochkonov. Investigator Sydykov Erik
\nsimply disappeared without explaining why the criminal case as raised against
\nKochkonov. Kochkonov is still being held in prison. Overall there are 30
\npeople who were beaten by militia. Doctors are refusing to accept them in
\nhospitals. And those who are already in hospitals are being asked to pay for
\nmedical treatment. The same what was happening during Akayev\u2019s regime is now
\nagain happening.<\/p>\n

PF \u201cKylym shamy\u201d is stating:<\/p>\n

Capture of Kochkonov from the hospital by members of law enforcement bodies is a
\ncriminal act.<\/p>\n

A case which was raised against him is fabricated in order to justify illegal
\nbeatings by members of militia.<\/p>\n

PF \u201cKylym shamy\u201d is urging:
\nPrime-minister KR, acting President KR:
\nDear Kurmanbek Salievich,
\nSeveral state officials are abusing their power and beating peaceful
\ndemonstrators, capturing victims from the hospital and closing them in prison
\nand attaching fabricated cases to them. Don\u2019t allow the use of physical force
\nby law enforcement bodies against peaceful citizens.<\/p>\n

Acting General Prosecutor:
\nDear Azimbek Anarkulovich,
\nWe ask you to take control over criminal case against Kochkonov Taalai. You
\nknow better than anyone else how law enforcement bodies can fabricate criminal
\ncase against innocent people.
\nHowever, up until this moment no measures are being taken. Moreover, after this
